For Bank of Namibia, NAMFISA, and Communications Regulatory Authority
You have process. You do not have a shared synthetic-data platform, mock account servicer stack, or live Observation Deck. Buffr is the technical layer your cohorts run on.
Process versus platform
Guidance notes, admitted-firm lists, memoranda of understanding, and the Communications Regulatory Authority's planned information and communications technology sandbox policy are real. They are not substitutes for application programming interfaces, workspaces, or breach telemetry. Buffr supplies those once for all three supervisors.
Bank of Namibia
FinTech Innovations Framework, payments posture, National Payment System and open-banking standards. Registry and waiver work, not a live technical sandbox. On Buffr you get Deck caps, synthetic evidence, and exit packs for payments cohorts.
NAMFISA
Seven-stage guidance-note sandbox from application through exit. The 2024 microlending cohort ran fully manual. Testing and Monitoring means a capped real-customer pilot under NAMFISA's own rules. Buffr adds a synthetic technical layer beside your process. We do not replace your seven stages.
Communications Regulatory Authority of Namibia
Communications Act 8 of 2009 covers telecom, broadcast, postal, and spectrum. An information and communications technology regulatory sandbox is planned under ISBP 2026 to 2030. Buffr ships Communications Regulatory Authority-capable Deck and tenant user experience now. When postal, unstructured supplementary service data, information and communications technology, or channel rails apply, the authority sits on the application like any other supervisor row.
The Bank of Namibia and the Communications Regulatory Authority signed a memorandum of understanding on 6 December 2024 covering mobile money, unstructured supplementary service data, and open finance. NAMFISA and the Communications Regulatory Authority signed on 27 November 2023 on digital fintech and subscriber identity module channels.
A sandbox console also tracks Universal Service Fund tower rollout, subsidy disbursement, and coverage gaps the way the authority would for its own network-access mandate, and a certificate service provider accreditation and digital certificate chain mirrors Chapter 5 of the Electronic Transactions Act 4 of 2019. Both are reference sandbox data, not a live feed from the authority.
What you get on the Deck

- Exit evidence usable per supervisor row
- Buffr RegLens for policy work with human review before publish
Supervisor decisions stay separate
- Independent approval per supervisor row
- Human review on RegLens findings
- Track assignment stays with regulators
Partnership invitation for Innovation Hub and the Communications Regulatory Authority. Not a request to wait until information and communications technology sandbox policy is final.
