Who applies
- Fintechs and third party providers building on synthetic rails
- Host banks running innovation or procurement proof-of-concept tests
- Supervisors at the Bank of Namibia, NAMFISA, and the Communications Regulatory Authority when postal, unstructured supplementary service data, or information and communications technology rails apply
- Vendors listing on the marketplace
Tracks
Notification. Lighter caps when your regulator picks this path. Consumer and duration limits sit in the Testing Agreement.
Full sandbox. Formal Testing Agreement, SLA clocks, progress reporting, and an exit evidence pack. The track is set at creation or by regulator action.
Eligibility snapshots advise the regulator. They are not an automatic admission gate.
