Buffr RegLens
Policy research built into the Observation Deck. Case officers ask regulatory questions, get citation-backed findings, and sign off before anything enters a supervisory file.

What RegLens is for
The Deck watches technical behaviour. RegLens handles the policy lane.
Sandbox testing shows what a product does under caps. RegLens helps supervisors answer why it fits (or does not fit) against Namibian law, guidance notes, memoranda of understanding, and cross-border references when a cohort spans more than one mandate.
Typical questions cover mobile money and channel overlap between the Bank of Namibia and the Communications Regulatory Authority, non-bank financial institution products that touch NAMFISA, postal and banking intersections at NamPost, or pre-rulemaking checks before a new rail goes into supervised testing.

How a run works
A case officer enters a question about overlapping mandates, a memorandum topic, or pre-rulemaking checks.
RegLens searches the regulatory corpus and drafts findings with source citations attached to each point.
A supervisor approves, refines, or rejects each finding. Nothing publishes on its own.
Policy work runs in parallel with Test-in-Sandbox. Fintech workspaces keep running while RegLens handles the policy lane.
Who uses it
- Bank of Namibia case officers working payments, open finance, or FinTech Innovations cohorts
- NAMFISA teams on non-bank financial institution sandbox tracks
- Communications Regulatory Authority staff when postal, unstructured supplementary service data, or channel rails sit on the same application
- Host bank innovation and compliance teams preparing supervisory briefings
What you get from a finding
Each finding ties back to a source document with a quoted passage you can verify. Supervisors choose fast or exhaustive analysis depth depending on the question. Approved findings feed exit packs and policy memos. Rejected findings stay in the audit trail for transparency.
Where it lives in the product
RegLens opens as a tab on the Observation Deck next to sandbox observation and directives. You start a run, review findings, and record human decisions in the same place you already watch caps and breaches.
