The Sandbox
Shared digital testing for banks, fintechs, and supervisors at the Bank of Namibia, NAMFISA, and the Communications Regulatory Authority of Namibia. Workspaces, synthetic data, marketplace, Observation Deck, and reference services in one place.
Inside the console
A real screenshot, not a mockup.
Each persona lands on a home screen scoped to their role, with gateway health and the primary actions for that role up front. Everything below is the same console your team logs into.

Digital Sandbox
Isolated environments scoped by organisation.
Host banks invite fintechs into governed workspaces. Each environment provisions against Namibian packs and reference services. Caps and activity stay visible on the Observation Deck until you destroy the workspace.
Synthetic data
Five Namibian institution packs with realistic product shapes.
Customers, accounts, and merchants you can exercise in integration tests. Fault-injection personas help you rehearse timeouts and expired consent. The catalog comes from the synthetic data service. Sample transactions come from the bank simulator.
Marketplace
Find vendors. Invite tests. Keep scorecards.
Listings, Test in Sandbox invites, and vendor scorecards feed procurement evidence for host banks choosing who to take forward.
Observation Deck
Live supervisory visibility on every assigned application.
Case officers see Testing Agreement caps, breach alerts, and activity across supervisor rows. Each regulator keeps an independent approval path. Exit packs collect evidence for onward licensing or procurement decisions.
Buffr RegLens
Citation-backed policy research on the same Deck.
RegLens answers regulatory questions with quoted sources. Supervisors approve, refine, or reject each finding before it enters a file. Policy work runs alongside Test-in-Sandbox without slowing fintech workspaces.
Buffr HQ
A separate hackathon platform, hosted your own way.
Any host bank, fintech, vendor, or independent organiser can run an event in a tiled virtual venue with proximity video and voice, team formation, submissions, and judging. Buffr HQ is its own platform — the hosting organisation sets the theme, criteria, and prizes.
Open banking
Account information, payment initiation, funds confirmation, and payee verification on shared consent.
OAuth with proof key for code exchange first. Mock account providers for all five Namibian packs. Walk the full consent-to-payment path before you touch a host bank integration.
NAMQR sandbox console
Payee-presented quick response testing against Bank of Namibia NAMQR Code Standards.
Build a quick response payload, add an optional signed payload, run structure and checksum checks, then post a bank debit through the sandbox bank service. The product console walks every step.
Digital trust and network sandboxes
A third-party provider check plus Namibia's Electronic Transactions Act trust chain, an ATM and Video Teller Machine network, and Communications Regulatory Authority Universal Service Fund tracking.
Before a third-party provider calls open banking or payment initiation, a regulatory-status check confirms the provider is authorised. An unauthorised call gets a real rejection, not a quiet warning. Alongside that, a certificate service provider accreditation, digital certificate, and electronic signature chain mirrors Chapter 5 of the Electronic Transactions Act: accreditation first, then certificate issuance, then signature verification. Separately, an ATM, Video Teller Machine, and blockchain-ATM network sandbox exercises cash withdrawal and deposit legs against synthetic accounts, and a Universal Service Fund console tracks tower rollout, subsidy disbursement, and coverage gaps the way the Communications Regulatory Authority would.

Distributed ledger, machine learning, and tokenisation sandboxes
Innovation consoles on the same platform.
Distributed ledger sessions spin up an append-only chain with a genesis block and blocks you append later. Machine learning sessions run a fixed scoring pipeline and keep run history. Tokenisation covers draft assets, activation, and mint execution. Global Financial Innovation Network share records export cross-border evidence through the regulator service.
